Questions and Answers About COVID-19 Testing

With the Third Ordinance to Amend the Coronavirus Test Ordinance, test capacities will be used even more specifically from June 30, 2022:



For whom is the citizen test free?

The right to citizen tests is intended to protect particularly vulnerable people, including those who cannot currently be vaccinated. The following are therefore entitled to free citizen tests:


  • children under the age of 5, i.e. up to their fifth birthday
  • people who cannot be vaccinated for medical reasons, including pregnant women in the first trimester
  • people who are participating in clinical studies on the effectiveness of vaccines against the coronavirus at the time of testing
  • individuals who require testing to exit quarantine (“free testing”)
  • visitors and those treated or residents in the following facilities, among others:
  • hospitals
  • rehabilitation facilities
  • inpatient care facilities
  • facilities for people with disabilities
  • ambulatory surgery facilities
  • dialysis centers
  • ambulant care
  • outpatient services or inpatient facilities for integration assistance
  • day clinics
  • maternity facilities
  • outpatient hospice services and palliative care
  • beneficiaries who, as part of a personal budgets employ persons according to § 29 SGB IX, as well as persons who are employed by beneficiaries within the framework of a personal budget
  • caring relatives
  • household members of those who have been proven to be infected


How do I prove that I'm eligible for a free citizen test?

If you want to take advantage of a free test, you have to identify yourself to the testing body and provide proof: for small children this is the birth certificate or the children's passport, for pregnant women the mother's passport. Anyone who cannot be vaccinated for medical reasons must present an original medical certificate stating the medical contraindication. Participants in vaccination efficacy studies can have a certificate of participation issued by the person responsible for the study and present it. Anyone who wants to test themselves free submits the PCR test, the same applies to household members of infected people who also need proof of the matching home address.


When visiting nursing homes or hospitals, a free test can be carried out on site or the visit can be made credible to the test center. To that extent it can Sample form posted on the BMG website (PDF, not barrier-free, 6 KB) after confirmation by the nursing home for submission to the test center.

Caregiving relatives must make it credible that they are caring for a relative in need of care.

When do I have to pay a deductible of 3 euros?

It also makes sense to get tested at indoor events, after risky contacts, when the Corona-Warn-App displays a red warning or to protect vulnerable groups in order to break chains of infection. Those who need such a test will continue to be supported by the state. In the future, however, he must contribute 3 euros. This applies to:

  • people who want to attend an indoor event on the day of testing
  • people who, on the day of the test, will have contact with people who are at high risk of developing serious illnesses from Covid-19 (these are people over 60 years of age, people with disabilities, people with previous illnesses)
  • people who have received an indication of an increased risk from the Corona-Warn-App ("red tile").


Do I have to bring proof to get the 3-euro citizen test?

Yes. For citizen tests with personal participation, it is also necessary to be able to prove the entitlement. This works e.g. B. with the ticket for an event, the presentation of the Corona-Warn-App or in the case of contacts with high-risk patients a self-disclosure, which is recorded on a form or as part of a digital registration process.


When do the 3 euros have to be paid for the cases described?

The fee of €3 must be paid from June 30, 2022 if you want to be tested before attending an event indoors, before visiting a vulnerable person or if you are warned by the Corona-Warn-App.


I want to make sure I don't have Corona. Can I continue to be tested without a reason?

Random testing can contribute to lab overload and skewed statistics. Therefore, random tests are not recommended. If you have none of the above reasons for a free or 3-euro citizen test (relatives, high-risk contacts, etc.) and still want to be tested, this is still possible in the test center, but you have to pay for it yourself. If the test center offers it.


I have symptoms, is the test free for me? And where should I go?

Symptomatic patients should see a doctor. In the future, they will be tested by general practitioners or institutions of the public health service (ÖGD). Billing is done via the health insurance card.


Which people get a free PCR test?

Doctors can arrange for a PCR test as part of the treatment of the patient if specific symptoms of COVID-19 are present. This applies regardless of the presence of a positive antigen test. Billing is not based on the test prescription, but as part of the patient's medical treatment.

The entitlement to a PCR test outside of medical treatment (for asymptomatic people) is regulated in the test ordinance.

If a rapid antigen test is positive, the person tested is entitled to a free PCR test to confirm the rapid test result in accordance with § 4b sentence 1 TestV. This also applies if there is a positive self-test.


[annotation: In the case of very high incidences (e.g. February 2022), a positive antigen test is very informative - i.e. it correctly indicates an existing infection in most cases. A PCR confirmation is therefore not absolutely necessary from a medical point of view. Incidentally, a subsequent negative quick test or self-test cannot cancel out a positive quick test (see Which tests are suitable for what?).]

In addition, the people listed below are entitled to be tested. However, there is no strict requirement for a PCR test. Whether an antigen test or a PCR test is carried out is at the discretion of the service provider and/or depends on state law.


The following groups of people are entitled to be tested:

  • if you have been identified as a contact person by a doctor treating a person infected with the SARS-CoV-2 coronavirus, by institutions and companies in accordance with Section 3 (2) TestV (e.g. schools, day-care centres, hospitals, inpatient care facilities) or by the public health service
  • if they are determined by the public health service, persons who have stayed in an area classified as a virus variant area within the meaning of Section 2 number 3a of the Coronavirus Entry Ordinance at any time in the last ten days before entering the Federal Republic of Germany. The entitlement exists up to 14 days after entry into the Federal Republic of Germany.
  • If a person infected with SARS-CoV-2 has been found in a healthcare facility or a comparable facility outside of regular health care, persons who have been in the affected areas of the facility in the last 14 days.
    This applies, for example, to facilities such as
  • schools, day-care centers
  • asylum seeker homes, initial reception facilities, emergency shelters
  • hospitals
  • rehabilitation facilities
  • inpatient care facilities
  • facilities for people with disabilities
  • ambulatory surgery facilities
  • dialysis centers
  • ambulant care
  • outpatient integration services
  • day clinics
  • outpatient hospice services and palliative care
  • medical practices, dental practices and practices of other medical health professions according to § 23 paragraph 3 sentence 1 number 9 IfSG
  • persons who are to be treated or housed in a healthcare facility or in a comparable vulnerable area and the facility or public health service in question requests it.
    This applies to the following institutions or companies:
  • hospitals
  • rehabilitation facilities
  • inpatient care facilities
  • facilities for people with disabilities
  • ambulatory surgery facilities
  • dialysis centers
  • ambulant care
  • outpatient integration services
  • outpatient hospice services and palliative care
  • day clinics
  • vocational rehabilitation facilities according to § 51 paragraph 1 SGB IX
  • inpatient facilities and outpatient services for integration assistance
  • homeless shelters
  • facilities for the communal accommodation of asylum seekers, those who are enforceably obliged to leave the country, refugees and late resettlers


Is there a right to a PCR test if there is a suspicion of a Covid-19 infection as a work accident or as an occupational disease?

Yes. The prerequisite, however, is that a previous rapid antigen test has turned out positive. In this case, the tested person is entitled to a free PCR test to confirm the rapid test result in accordance with Section 4b sentence 1 TestV. Is there a right to a PCR test if the Corona-Warn-App displays a warning message?

No, a warning message from the Corona-Warn-App for asymptomatic people is no longer sufficient to justify a right to a PCR test. However, the persons concerned are still entitled to an antigen rapid test according to § 4a paragraph 1 number 8 test regulation with a personal contribution of 3 euros. If the rapid antigen test is positive, you are entitled to a free PCR test to confirm the rapid test result in accordance with Section 4b sentence 1 TestV. If COVID-19-specific symptoms are present, a doctor can also arrange for a direct PCR test as part of the treatment.
